Muslim Charities Forum (MCF) welcomes the launch of the Civil Society Covenant as a positive step toward fostering a more transparent, inclusive, and productive relationship between government, public bodies, and civil society. The principles outlined in the Covenant are vital for the development of policies and public services that serve the common good and underpin a healthy democracy.

Over the past 15 years, civic space in the UK has shrunk significantly. From gagging clauses to divisive culture wars, civil society organisations have increasingly been excluded from government decision-making. Muslim organisations, in particular, have faced additional barriers, often maligned or sidelined when seeking to provide constructive input or hold public bodies to account.

The Civil Society Covenant, shaped by a wide range of civil society actors, acknowledges the responsibilities of both government and civil society. Importantly, it affirms the independence and legitimacy of civil society, especially in advocacy and campaigning, as essential to democratic accountability.

Commenting on the publication of the Covenant, Fadi Itani OBE, CEO of Muslim Charities Forum, said:

“The drafting of the Covenant reflects the tireless work of diverse voices across civil society and government and brings renewed hope for a more constructive relationship under a new government. The focus must now shift to implementation, ensuring that inclusion, transparency, and accountability are embedded at the heart of this partnership.”

While the Covenant lays an important foundation, it is only the beginning. MCF remains committed to strengthening our democracy through the robust implementation of the Covenant and will continue to advocate on behalf of our members and the wider Muslim charitable sector.
